For Reflection: "Magna Carta"

" How are amendments to the Constitution propose and ratified?"
      An amendment is a change made to  a pending motion or bill by a motion to amend.The Constitution provides that an amendment by prosposed by Congress with 2/3 majority vote, in both the H.O.P and the senate, or a constitutional convention called for by 2/3 of the state legislatures. An amendment is added to the constitution when its ratifed by 3/4 or (38 out of 50) states .

    But, I think I used a state constitution, not the US Constitution. Oopsie.
